[CANN]: Fix ggml_backend_cann_buffer_get_tensor (#8871)

* cann: fix ggml_backend_cann_buffer_get_tensor

 1. fix data ptr offset
 2. enable the acquisition of incomplete tensors

* fix backend cann set_tensor
